Ten Years Plan (2004-2014)

Issue: Capacity Building of BSAF

 Overview:

Bangladesh was among the first few signatories to the UN convention on the Rights of the Child. It is one of the first twenty countries, which ratified the document. By ratifying the convention, Bangladesh recognized the magnitude and dimension of the importance of the survival, development, participation and protection of children. 

Bangladesh Shishu Adhikar Forum is a network of 193 NGOs. At present it has action program for the implementation of United Nations Convention on the Rights of the Child in Bangladesh. Since its inception in the year 1991, BSAF has emerged as one of the leading apex bodies in the region in the field of the rights of the child and has been working to develop an effective nation wide network of the organizations working for child rights. 

Since 1991 Bangladesh Shishu Adhikar Forum is acting as a promoter of UNCRC in Bangladesh through the work of its member organizations and other partners. Bangladesh Shishu Adhikar forum created an impact on the life of the children in terms of their Rights to Survival, protection, participation, development and Mobilization. Through various activities at national & international levels in one hand that; it has drawn the attention of common people, elite, media, dignitaries in government departments and donor community. While on the other hand, has identified potential new partners in the field of child rights whose support could be critical in achieving the overall goals of BSAF. 

Pursuant to Article 44, Paragraph 1, of UNCRC, Bangladesh Shishu Adhikar forum submits an alternative report to the UN NGO committee once in every five years on the situation of the children in Bangladesh. As such Bangladesh Shishu Adhikar Forum already submitted two alternative reports within 2001; one is in 1997 and another is in the year 2003.   

BSAF is one of the members of all committees of NPA. Countrywide observance of child rights activities; representation to the in country, regional and international meetings, conferences and workshops are some examples of BSAF credibility for its exposure in the national, regional and international contexts. So, capacity building of BSAF secretariat is very much important, which will reinforce in the field of child rights activities to have a wider impact on the issue. 

By the representation of its general members, BSAF plans and implements activities through 5 functional groups namely

1.      Advocacy and Social Mobilization

2.      Information and Communication

3.      Public Policy

4.      Research and Monitoring

5.      Training 

Under the guidance and policy decision of the Executive Board (EB), BSAF secretariat operates with several staff members headed by the Director who is the chief Executive of the Secretariat structure. 

The long tem objective of the capacity building project is to ensure fostering and implement the rights of the child as enshrined in the UN charter through strengthening the bonds linking civil society, CR activists, government relevant ministries/departments and other concerned.

 The immediate objectives of this issue are as follows:

Ø

Sensitizing BSAF members and other partners about Lack of Children Participation, Trafficking in Children, Domestic Violence and Sexual Exploitation of Children, Elimination of Worst form of child Labor, Vulnerability of Children from HIV/AIDS, Street Children through advocacy and building capacity of BSAF secretariat and networking skills to take initiative and implement CR activities.

Ø
Organize capacity building training for BSAF secretariat staff especially in the skills of networking, advocacy, monitoring, research and Information and communication Technology.
Ø
Improve financial resource management system and mobilization of financial resources within BSAF and its members.
Ø
Equip BSAF secretariat with necessary office equipment training materials, ICT materials to be able to discharge its duty efficiently and effectively.

·        Arrange TOT/TOF and organize workshops for selected officials; highlighting effective, efficient networking, policy advocacy that includes effective methods, mobilizing resources and profiles of potential networking agencies.

·        Prepare guideline for proper management, development and monitoring of networking activities.

3. Advocacy for proper execution of UNCRC

·        Preparation and dissemination of user-friendly version of national policy on Children Participation, Trafficking of Children, Domestic Violence and Sexual Exploitation of Children, Elimination of Worst form of child Labor, Vulnerability of Children from HIV/AIDS, Street Children, so that mass people can involve themselves directly or indirectly with the implementation process.

BSAF secretariat is equipped with necessary office and training tools and equipments considering technological advancement that will be able to discharge its duty efficiently that is add Car, Audio Visual Mobile Van, Broad band internet line, widen ITC,  photocopies, telephone line, overhead projector, Computer, renovation of PABX line, Multi-media etc.

World Children Status

3700000 children are born every year in this country out of them 262000 children are enlisted in the birth registration. According to the maximum mortality rate the status of Bangladesh is 57 in 192 countries. Last year it was 58. Here, under 5 years child mortality rate is 73 per thousand. 48% people of the total population of this country are under 18 years. Among them 63% get married before 18 years. These information about the children of Bangladesh are published in the annual report titled “World Children Status-2007” done by UNICEF. The major content of this report is “Women and Children: Gender Equity for double interests”. This report was presented on 18 December2006 at the ball room of the Hotel Sheraton.

It is seen in the report that elimination of gender discrimination and women empowerment constitute a positive impact in the survival and welfare of children. This report shows that the sons and daughters of an educated and empowered mother are healthy, educated and confident. Equal rights and influence should be enhanced at home, working place and political platform, the three influential things in the life of children and women. Moreover the report says that in the rural area of Bangladesh the children at the women led families suffer from malnutrition significantly less than the men led families. In the poorest community the number of men led families is 5.2 percent and in the rich community it is 7.4 percent. Women led families are comparatively less in numbers in the middle class families (3.3% - 4.5%).

It is seen in the report that, in Bangladesh 48% husbands are taking decision by themselves related to the health of their wives.
